The Nordic electricity market no longer requires the separation between the normal and minor production as both types are handled basically similarly in settlement. In Finland, the change is already in progress as Fingrid has submitted for Energy Authority confirmation: ”05_2025 package” which includes the removal of minor production from the BRP’s Terms and Conditions.

In Norway and Sweden, the plan progresses with TSOs’ decision. eSett plans to coordinate the change around the same time in Finland, Norway and Sweden on the second half of 2026. Denmark doesn’t use minor production, so there is no change in there. This change will impact nearly all market participants as described below.

How will market participants be impacted and what changes will be required?

The scope is to change all the existing settlement structures and timeseries that have production type minor, into new type normal, from specified delivery day. More information and examples are available in eSett’s project page.

The impact for BRPs is changes in outgoing data exchange from eSettvisual changes in Online Service and the scope of the volume fee calculation in Finland. In data exchange the ProductionType attribute for current minor production will change from Z02 (Minor) to Z01 (Normal).

The impact for DSOs is changes in outgoing data exchange from eSettvisual changes in Online Service and the reporting of merged production to eSett in Sweden. In data exchange the ProductionType attribute for current minor production will change from Z02 (Minor) to Z01 (Normal).

For Retailers and BSPs the change will be merely visual in Online Service.

Timeline

The timeline for the decommissioning is country-dependent and initially following:

  • Finland: Two months after the approval of terms and conditions or earliest from September 2026. The exact date will be announced later.
  • Sweden: Starting from delivery day 1st November 2026.
  • Norway: Starting from delivery day 1st November 2026.
